Reflexos econômicos da pandemia do covid-19 na arrecadação municipal: o caso de São Felipe-BA

Abstract

A pandemia do COVID-19 trouxe diversas mudanças, como as restrições de circulação ou até mesmo o lockdown. Estas modificações acarretaram na interrupção das atividades comerciais e danos nas contas públicas, ocasionando em problemas na economia como um todo. Sendo assim, o objetivo desse estudo foi analisar quais foram os reflexos econômicos da pandemia do COVID-19 na arrecadação municipal de São Felipe-Ba. Trata-se de uma pesquisa descritiva de abordagem quantitativa, com delineamento classificado como estudo de caso e realizada através da análise documental. A coleta de dados foi feita por meio das informações disponibilizadas pelo portal do Tribunal de Contas Municipal (E-TCM), que dispõe dos processos de prestação de contas dos municípios. A partir disto, foi realizado o download do Relatório da execução orçamentária do município, onde foram retirados os valores referentes à arrecadação de receitas de São Felipe -BA nos anos de 2019, 2020 e 2021. Os resultados apontam que houve uma diminuição da arrecadação do ano de 2020 em 1,05%, comparado ao ano de 2019, indicando que no ano pandêmico (2020) hoje uma diminuição das receitas. Já entre os dois anos Pandêmicos, 2020 para 2021, houve um aumento das receitas de 7,68%, ano de 2021 que é marcado pela retomada econômica, o que justifica o fato. Espera-se que o estudo possa servir como base para estudos dentro do município sobre como o entre público deve se comportar diante de situações consideradas de calamidade, como foi a Pandemia de Covid-19. ________________________________________________________________________________________ ABSTRACT The COVID-19 pandemic brought several changes, such as circulation restrictions or even the lockdown. These changes resulted in the interruption of commercial activities and damage to public accounts, causing problems in the economy as a whole. Therefore, the general objective of this study is to analyze the economic consequences of the COVID-19 pandemic on the municipal collection of São Felipe-Ba. Data collection was carried out through the information provided by the website of the Municipal Court of Auditors (E-TCM), which has the accountability processes of the municipalities. From this, the Municipal Budget Execution report was downloaded, from which the values referring to the revenue collection of São Felipe -BA in the years 2019, 2020 and 2021 were removed. The results indicate that there was a decrease in the collection of the year 2020 of 1,05%, compared to 2019, indicating that in the pandemic year (2020) today a decrease in revenues. Between the two Pandemic years, 2020 to 2021, there was an increase in revenues of 7.68%, as the year 2021 is marked by the economic recovery, which justifies the fact. It is hoped that the study can serve as a basis for studies within the municipality on how the public should behave in the face of situations considered to be of calamity, such as the Covid-19 Pandemic.
