Resumo: The Public Administration consists of the set of activities and functions necessary to attend to needs aimed at the community, and these are carried out through the organs, services and agents of the State. In order to meet this demand, the State needs to acquire inputs, where these acquisitions will serve for state maintenance, as well as for the maintenance of public policies. Public procurement processes will always be based on laws, government projects, and government policies that are in place. In this sense, there is a need to innovate the public procurement system in Brazil, aiming at achieving greater speed, combined with greater efficiency and transparency with respect to the public purse and its demands. Purchases of goods and contracting of common services should, whenever possible, be processed through a price registration system, which consists of the form of contracting where the public administration promotes the dispute in order to establish items that it will need, provides the supplier with an expectation of supply in accordance with an increasing need for administration over time. In the decrees that regulate the Price Registration System, it was foreseen to take advantage of the most advantageous tender in a bidding process by other non-participating entities and / or entities, this procedure came to be called "Carona", being considered for importing advantages and speeding to the public procurement process. However, the excesses in the use of hitch-hitch rides meant that there was a replication of bad results in the bids, and this led to the issuance of Decree 7.893 / 13 that limited the use of the hitch, through the creation and / or rectification of regulatory guidelines. In the present context, the research aims to evaluate the use of "carona" in the price registration system of the Federal University of Recôncavo da Bahia-UFRB due to the advent of Decree 7892/13. The processes of hitch-hikers and trading sessions conducted between 2011 and 2015 were analyzed, taking into account the materiality (financial volume). The quantitative evolution in the hitch-off processes was analyzed until Decree 7.893 / 13 pre-established in 2011 and 2012) and the post-editing period (corresponding to 2014 and 2015), which provided such a comparison within the institution. In addition, a semi-structured interview was conducted with the Purchasing Coordinator, whose answers were analyzed and arranged in subcategories of results, where they present the UFRB's experience regarding the use of public car rides before and after the decree. This approach leads to the conclusion that Decree 7,892 / 13 emerges as a facilitating and qualifying factor in the hitchhiking processes, and that the team's experience has minimized abuses regarding the use of hitch-hikers over the years.
